This may not be what you're looking for at all, but my mom and I make a sauce using tomato and basil sauce (jarred tomatoe sauce) and chili powder. It's called California sauce.
I'm terrible at exact measurements, but we pour about half of the jar into a bowl and then add something like a tablespoon or two of chili powder and some water. It works better if you have another jar with a lid so that you can shake it up. We add a little bit of flour, and we drizzle it on to the food.
I know this is not from scratch or high-tech, but it tastes really good, and you can add as much chili powder as you like. I also think that adding ground red pepper and a bit of garlic would make it really good. The rest of my family doesn't go for the hot spicy foods, so I can't doctor it up as I suggest.

Good luck

Argh, my cookbooks are packed, but my version, if I remember correctly, involves heating a little olive oil and cooking some onion and garlic, then adding a big jar of stewed tomatoes and simmering it with some canned jalapenos, chili powder, some coriander, salt and pepper if desired, and then putting it in the blender.

elly_ah's is a lot like mine, but I add a touch of cumin as well.
